Effective: March 13, 2026
This Acceptable Use Policy ("Policy") governs your use of the Velnoro platform ("Service") operated by Velnoro LLC ("we," "us," or "our"). By accessing or using the Service, you agree to comply with this Policy.
Permitted Use
Velnoro is a governance intelligence platform for Microsoft Power Platform. You may use the Service to:
- Discover and inventory Power Platform resources across your Microsoft tenant
- Assess governance posture and compliance of citizen development assets
- Generate reports and dashboards for IT governance and CoE program management
- Manage builder profiles and organizational capability data
Prohibited Activities
You agree not to use the Service to:
- Violate any applicable law, regulation, or third-party rights
- Attempt to gain unauthorized access to other users' accounts, data, or Microsoft tenants
- Reverse engineer, decompile, or disassemble any part of the Service
- Use automated tools (bots, scrapers, crawlers) to access the Service beyond normal API usage
- Transmit malware, viruses, or other harmful code through the Service
- Interfere with or disrupt the integrity or performance of the Service
- Use the Service to store, process, or transmit data that violates applicable data protection laws
- Provide false or misleading information when registering or configuring Azure/Entra ID credentials
- Resell, sublicense, or redistribute the Service without written authorization
- Use the Service in a manner that could damage, disable, or impair Velnoro's infrastructure
Credential Security
You are responsible for maintaining the security of your Azure app registration credentials (client ID and client secret) that you provide to Velnoro. You must:
- Use credentials scoped to the minimum permissions required by Velnoro (Organization.Read.All and ResourceQuery.Resources.Read)
- Not share credentials that have write or administrative access to your Microsoft tenant
- Promptly revoke and rotate credentials if you suspect unauthorized access
Rate Limits and Fair Use
The Service includes rate limiting to ensure fair access for all users. You agree not to circumvent these limits or use the Service in a way that creates unreasonable load on our infrastructure.
Customer-Entered Content
The Program Resources feature allows you to create governance documents, fill out templates, and upload files. You are solely responsible for:
- The accuracy, legality, and appropriateness of all content you enter or upload
- Ensuring that uploaded documents and form submissions do not contain regulated data (health records, payment card numbers, government identification numbers) unless you have independently determined this complies with applicable laws
- Maintaining your own copies of uploaded documents and template submissions, as Velnoro is not a backup service
Data Accuracy
Velnoro provides governance intelligence based on metadata collected from your Microsoft tenant. We make reasonable efforts to ensure accuracy but do not guarantee that all information is complete or current. You should verify critical governance decisions through your own Microsoft admin portals.
No Guarantee of Program Outcomes
Velnoro provides tools to help you discover, govern, and manage your citizen development program. However, Velnoro does not guarantee any specific outcomes related to your program's success, security, compliance, or governance effectiveness. You are solely responsible for:
- All decisions made based on Velnoro's reports, health scores, and governance intelligence
- The governance, security, and compliance of your own Microsoft Power Platform environment
- Any consequences resulting from citizen-developed applications in your organization, including data breaches, compliance violations, or operational disruptions
- Implementing appropriate controls, reviews, and approvals for citizen-developed applications
Velnoro is an intelligence and visibility tool. It does not enforce governance policies in your Microsoft tenant, prevent users from creating applications, or guarantee that identified risks are comprehensive.

- Warning the account holder
- Temporarily suspending access to the Service
- Permanently terminating the account
